The iX challenge competition, delivered by KTN, is supporting Surrey Heath Borough Council and The Greater South East Net Zero Hub to deliver a project to modify/adapt/transform multistorey car parks in Camberley to be able to generate, store and trade energy within the locality. Surrey Heath Borough Council are looking for a partner/s able to suggest how to turn these car parks into generation/storage sites with the energy be utilised within the locality (car charging or business/facility use). Responses are invited from single companies or consortia able to provide an entire solution that will lead to a completely integrated system at the site. The winning business(es) in this competition will be given the opportunity to deliver their solution as a partner project. Successful applicants will have the opportunity to present their ideas/solutions to the local authority and potentially work with the project partners to deliver a complete solution in one/both car parks.

Introduction

The KTN Innovation Exchange programme is working alongside and Surrey Heath Borough Council and The Greater South East Net Zero Hub to reach out to innovators in the UK with ideas that can utilise underused multi-storey car parks to establish energy generation and storage to be used within the local area. The challenge is to design and implement physical hardware solutions that can integrate with existing infrastructure of the multi storey car parks in question that are cost effective and offer significant benefit to reaching net zero for the local council. Furthermore, if the car parks were able to offer charging facilities this might encourage more vehicle owners back to using the car parks and encourage more sustainable travel, commuting and more trade for businesses within the region. The council would consider the use of space on the top floor/roof for power generation and energy storage. The council would also be interested in ideas on how the energy produced and not used may be traded with others in the area to support financially and balance the energy created. Two potential trial sites have been identified as below. Trial Sites There are two potential car parks within Camberley that could be used within this pilot. Main Square car park is the regions flagship car park with 770 spaces over 5 floors providing short stay shopper&rsquo;s parking for Camberley town centre.&nbsp;

The historic minimum 2 hours tariff is to encourage short stay visitors in town without the need to rush back to their car to avoid moving into the next tariff banding. Current use of the car park has diminished since COVID and it would be highly desirable if this car park could attract better usage by attracting car owners to use the car park again. The integration of generation/renewable technologies on the roof of the car park combined with storage would be used to power shops in adjacent precinct and could also offer charging facilities.&nbsp;

i-storey car park has 606 parking bays and is located behind Camberley Theatre, off Knoll Road.&nbsp; The main function of Knoll Road car park is to provide accessible parking for commuters, provide parking for Camberley Theatre as well as providing cheaper short stay shopper and visitors parking to access Camberley town centre. There has been a rapid decline in commuters using the car park since COVID and it would be highly desirable to be able to offer sustainable parking and charging facilities to attract more car owners back to the town. The integration of generation and storage at this site could (pending site survey and cable requirements) be used to power Camberley theatre.&nbsp; Surrey Heath Borough Council are able to provide 2021 Electric Load Surveys for Main Square Car Park and Knoll Road Car Park together with HH Electricity use for 2019/20 &ndash; (Main Square Car Park has since been fitted with LEDs, and sensor controls, Knoll Road currently has florescent lighting) and Drawings of Knoll Road and Main Square.
Project Targets
To create a power generation and storage hub that in the first instance will maintain the building and its infrastructure and operating costs, it would be desirable to provide energy that could either be traded, and/or used for EV charging as more EV&rsquo;s are used by the motoring public or used to power the shopping complex or theatre.&nbsp; The council wants to create a modern power system which caters for the towns needs under net zero. There is also scope to explore other innovations, as long as solutions are well developed and the payback is appropriate for council investment.&nbsp;&nbsp; There are a number of documents which can be shared if requested that show the size of the car parks. Solutions could come from:
<ul>
<li>Renewable energy innovations (solar, wind etc) that could install capability on the car park roof or within infrastructure to generate electricity</li>
<li>Peak and off-peak managed considerations around energy consumption for example building management, smart controls, links to energy storage.&nbsp;</li>
<li>Storage solutions that could store generated electricity until needed</li>
<li>Demand response systems</li>
<li>Peer to peer trading &ndash; potential to trade with shopping centre.</li>
<li>Digital approaches and Business Models</li>
<li>Novel innovations for capturing energy, such as flywheel</li>
<li>Or a combined approach of all of the above</li>
</ul>
Potential solutions may come from:
<ul>
<li>Construction and infrastructure</li>
<li>Heavy engineering</li>
<li>The energy and power generation sector</li>
<li>The transport sector</li>
<li>Digital and data companies</li>
<li>Organisations with relevant expertise operating in any industry sector</li>
</ul>
Whilst not limiting the technologies from solution providers, it is expected that solutions would consider the following in their application:
<ul>
<li>Solutions must not have a negative impact on the environment or add to the carbon footprint&nbsp;</li>
<li>Solutions should have a solid business case over a 20 year period</li>
<li>Solutions should consider potential planning hurdles and potential grid constraints and developmental costs</li>
<li>Solutions that are not demonstrated within this environment must be well developed and offer an attractive payback to be considered by Surrey Heath Borough Council&nbsp;</li>
<li>Health and safety issues must be clearly identified before installation as these are public spaces.</li>
</ul>
Proposals through the IX process will be considered in relation to the ability to match the specification of the project.
Surrey Heath Borough Council will not consider solutions that involve:&nbsp;
<ul>
<li>Use of Fossil fuels</li>
<li>Untested/underdeveloped technologies (low TRL)</li>
<li>Long payback periods&nbsp;</li>
</ul>

Successful applicants will be given an opportunity to pitch to the Challenger. The package may also include:
<ul>
<li>Capital investment from Surrey Heath Council to deploy the solution</li>
<li>Support from the Catapult networks and the KTN</li>
<li>Support in the implementation of a pilot or system</li>
<li>Technical support</li>
<li>Invitation to attend or present at KTN&nbsp; or Catapult events</li>
<li>Help and support from the Greater South East Net Zero Hub</li>
<li>A potential business collaboration</li>
<li>Investor introductions (if investment is required)</li>
</ul>

Rewards & Benefits

<li>Provider Requirements (not expected at ideation stage)&nbsp;</li>
<li>Work with Surrey Heath Council to develop a proposal for the implementation of the service or technology to be provided. The proposal should set out how this will support achievement of the stated goals with clear information on how progress will be monitored.</li>
<li>The proposal should confirm the benefits of the of the proposal alongside the confirmed costs for implementation.&nbsp;</li>
<li>Provide the technology and/or services as set out in the proposal agreed with SHC Team.</li>
<li>Provide information as necessary to enable the dissemination of project output. This could relate to energy consumption changes, energy generation, charge/discharge and energy cost savings.&nbsp;</li>
<li>Provide Project Activity Report detailing monitored outputs as agreed in the proposal.</li>
<li>To ensure that all communication measures or public facing elements of the project include the correct acknowledgments for the supporting bodies (including EU logos). More details will be available within the Programme guidance.</li>

Solution Requirements

<ul>
<li>Bids are welcome from organisations prepared to work collaboratively, who wish to establish sub-contracts or who have established legal partnerships as defined in the Partnerships Act 1890. However, SHC can only contract with a single organisation who must act as the 'Lead Organisation' on behalf of all other members of the consortium. This means that the Lead Organisation takes responsibility for full performance of the contract.</li>

Eligibility & Assessment Criteria

<ul>
<li>Existing background IP associated with a potential solution will remain with Solution Provider(s). Where any new IP generation is envisaged, it will be subject to the mutual IP agreement of the Solution Provider(s) and Innovation Challenger.</li>
<li>Any commercial deployment of transferred solution or newly developed solution, through licensing, joint venture, partnership or direct investment, will be subject to the commercial agreement between the Solution Provider(s) and Innovation Challenger.</li>
<li>Where necessary, a non-disclosure agreement (NDA) may be signed to uphold confidentiality in the engagement between the Solution Provider(s) and Innovation Challenger.</li>
<li>Innovate UK and Innovate UK KTN do not take any share of IP ownership or enter into commercial venture through the iX programme.</li>
